Project purpose

This is the course's largest assignment and one coordinated project, not a collection of unrelated studies. The team will connect land use, housing, transportation, infrastructure, public facilities, economic development, environmental conditions, and community priorities in an adoptable Virginia comprehensive-plan framework. Bluefield, West Virginia's recently adopted plan is relevant neighboring context; Bluefield, Virginia is the client jurisdiction.

Scope of work

• Establish the statutory and policy foundation through review of Virginia planning requirements, the existing comprehensive plan, ordinances, maps, studies, and current initiatives.
• Build a documented existing-conditions and community-priorities record that incorporates GIS, a sidewalk inventory, utility context, Bluefield University coordination, and focused public engagement.
• Draft, map, illustrate, and assemble coordinated plan chapters, zoning and subdivision code assistance, and an implementation program with clear responsibilities, sequencing, and review history.

Expected deliverables

• Source, policy, and engagement record with existing-conditions findings
• Coordinated comprehensive-plan chapters, maps, graphics, chapter color system, and code-support material
• Staff-review draft, implementation matrix, revision log, final plan, and organized editable source package

Scope and review parameters

• Bluefield, Virginia is the client and legal planning jurisdiction.
• The assignment includes sidewalk, water-system, sanitary-service, university, zoning, subdivision, and public-engagement work only to the extent supported by available information and staff direction.
• Town staff control public release, formal review, and the adoption process; draft material remains working material until approved for release.

The team will work through coordinated roles under one project manager and one document system. All public claims, utility information, maps, and draft policy language must be traceable to a source and cleared for the intended use.
