Project purpose

Haysi is a standalone project. The primary geography is downtown, with wider-town analysis included where it materially strengthens downtown access, reuse, public space, tourism, recreation, housing, or economic-development recommendations. The work should move from observation and prior plans to a small number of illustrated, actionable priorities.

Scope of work

  • Synthesize existing plans, prior concepts, parcel and building conditions, circulation, public spaces, river relationships, and active community initiatives.
  • Document the downtown experience and evaluate building reuse, streetscape, wayfinding, gathering spaces, local business, recreation, tourism, housing, and environmental connections.
  • Develop and compare coordinated concepts, then convert the preferred direction into phased actions, responsible partners, funding leads, and near-term decisions.

Expected deliverables

  • Downtown existing-conditions, townscape, route, and opportunity analysis
  • Illustrated downtown concepts and alternatives with clearly explained tradeoffs
  • Priority action plan, implementation sequence, funding and partnership leads, presentation, and editable handoff

Scope and review parameters

  • Downtown assistance is the committed scope; broader town recommendations must directly support that work.
  • Existing plans and earlier concepts are starting evidence, not conclusions that must be repeated.
  • Concepts must distinguish public action, private-property opportunity, and items requiring further technical or property-owner review.

The final package should be selective and implementable. It should show what Haysi can advance first, what depends on partners or property owners, and what requires additional design, engineering, environmental, or financial work.
