Project purpose
This project combines downtown reuse and housing as one development-planning assignment. The team will evaluate how selected downtown properties and nearby opportunity areas can support housing and complementary uses, then test the physical, regulatory, market, environmental, partnership, and financial conditions needed to move from concept to action.
Scope of work
- Assemble the downtown, building, parcel, housing, access, ownership, infrastructure, environmental, and policy evidence needed to frame realistic reuse opportunities.
- Prepare and compare adaptive-reuse and housing concepts, including illustrative unit or site layouts, compatible ground-floor uses, parking and access relationships, and public-realm connections.
- Define the due-diligence sequence, partner roles, financing and incentive leads, phasing strategy, and decision points required for implementation.
