Project purpose

This is one integrated reuse and workforce-development assignment covering two sites: the former-school site in Clinchco and the former Ervinton Elementary School in Nora. The team will evaluate the facilities and the program together, including the people to be served, activities and services, partner roles, space and access needs, operating responsibilities, capital improvements, funding, and a realistic implementation sequence.

Scope of work

• Synthesize available building, site, workforce, demographic, program, transportation, broadband, and partnership information for both locations into a documented project basis.
• Develop and compare reuse and operating concepts that align each site's conditions with target users, programs, partner responsibilities, space relationships, access, staffing, and stewardship.
• Translate the preferred concept or coordinated two-site strategy into a phased capital and operating program with funding leads, implementation responsibilities, performance measures, and required follow-up studies.

• User, workforce, program, partner, building, and access profile for both sites
• Reuse and operating alternatives with space, service, governance, and financial relationships
• Preferred concept or coordinated two-site strategy, capital and operating framework, phased implementation plan, funding leads, performance measures, and editable handoff

Scope and review parameters

• The concept must address both the facility and the operating model; a floor plan without users, partners, governance, and funding is incomplete.
• Building-condition conclusions are limited to available records and documented observations and do not replace architectural, engineering, code, or environmental review.
• Program recommendations must identify the responsible organization, intended users, resource needs, and a credible path to sustained operation.

The final product should show how each facility could function, whether the sites should have distinct or coordinated roles, who would make the programs function, what it would cost to advance them, and which decisions or investigations must occur before implementation.
